ΟΗΕ για Κυπριακό: Διανύουμε μια περίοδο περισυλλογής και ηρεμίας

Κατά τη χθεσινή τακτική ενημέρωση των διεθνών μέσων μαζικής ενημέρωσης στην έδρα των Ηνωμένων Εθνών από τον Αναπληρωτή Εκπρόσωπο του Γενικού-Γραμματέα κ. Farhan Haq, δημοσιογράφος ανέφερε ότι κατά τις διαπραγματεύσεις για το Κυπριακό στο Crans-Montana ο Γενικός-Γραμματέας φάνηκε να συνειδητοποιεί ότι μια «κανονική χώρα» όπως η Κύπρος δεν μπορεί να λειτουργήσει με την παραμονή των τουρκικών στρατευμάτων. Ο δημοσιογράφος κάλεσε τον Αν. Εκπρόσωπο να επιβεβαιώσει ότι αυτό το «δικαίωμα» είναι σαφές και αν μπορεί ο Γενικός-Γραμματέας και τα Ηνωμένα Έθνη να το υιοθετήσουν σε περίπτωση που ξεκινήσει ένας νέος γύρος διαπραγματεύσεων για λύση του Κυπριακού.

Απαντώντας, ο κ. Haq τόνισε ότι δεν έχει κάτι ιδιαίτερα καινούργιο να αναφέρει για την Κύπρο και παρέπεμψε τον δημοσιογράφο στις δηλώσεις του Γενικού-Γραμματέα και του απερχόμενου Ειδικού Συμβούλου του για την Κύπρου. Αν υπάρξει ένας νέος γύρος συνομιλιών, συνέχισε, τα Ηνωμένα Έθνη θα καταστήσουν σαφείς τις θέσεις τους.

Ο Αν. Εκπρόσωπος είπε επίσης ότι το μέλλον της Κύπρου εξαρτάται από τις διαπραγματεύσεις και τις αποφάσεις των δύο μερών. Τα Ηνωμένα Έθνη δεν πρόκειται να πουν κάτι που θα επηρεάσει αρνητικά τη διαδικασία, τόνισε. «Όπως γνωρίζετε, σ’ αυτό το στάδιο, διανύουμε μια περίοδο περισυλλογής και ηρεμίας. Μετά από αυτό ελπίζουμε και αναμένουμε από τα μέρη ότι θα επιστρέψουν έτοιμα για να συνομιλήσουν».

Σε αναφορά δημοσιογράφου στη διαρροή του εγγράφου «Συνάντηση ηγετών 4.7.17» στο οποίο, όπως είπε, μεταξύ άλλων ο κ. Guterres ήθελε μείωση των στρατευμάτων σε επίπεδο της Συνθήκης Συμμαχίας του 1960, και κληθείς να πει εάν αυτή είναι η τελική θέση του Γενικού-Γραμματέα, ο κ. κ. Haq δήλωσε ότι δεν κάνει σχόλια σχετικά με διαρρεύσαντα έγγραφα και ότι σε μια διπλωματική διαδικασία οι θέσεις θα εξελιχθούν μέσω των συζητήσεων μεταξύ των μερών. Παράλληλα, είπε, δεν θα ήθελε να σχολιάσει μια κατάσταση όπως ήταν πριν από 4-5 μήνες αφού η διπλωματική διαδικασία εξελίσσεται με την πάροδο του χρόνου.

Question: Farhan, regarding the Cyprus issue, during the Crans Montana negotiations the General Secretary seemed to realize that a “normal country”‘ such as Cyprus, an equal member of the UN and the EU, cannot operate under its invader’s troops and guarantees. Could you confirm that this “right” is clear and will it be adopted by the Secretary General and the UN in the case of a new round of negotiations in order to come to a solution? Thanks.

Haq: Thanks. I don’t have anything particularly new to say about Cyprus. You have seen what the Secretary-General and the outgoing envoy, Espen Barth Eide, have said. If there is any new round of talks we will make our positions clear at that point, but where we stand is that basically where we left on what they said at that time.

Question: I want a follow up. Would the United Nations accept that a normal country – is something that was mentioned many times – a normal country to have a solution under troops and guarantors? That’s the question, no matter if it was Mr. Eide or anyone else. Would the United Nations accept such a scenario?

Haq: The future of Cyprus will be dependent on negotiations between the parties. How an arrangement is made ultimately has to be decided by the parties, and we are not going to say anything prejudicial to the process as the parties go to talks. At this stage, as you know, we are in a period of reflection and a period of cooling off. After that we certainly hope and expect that the parties would come back ready to talk to each other.

Question: I have a follow up on Cyprus. I wanted to ask you, it was leaked to Inner City Press a document called “Leaders Meeting 4.7.2017”, which Mr. Eide purports to be…. Mr. Eide conveying what he… he understood from António Guterres, including by text message, that, on troops, Mr. Guterres wanted a reduction to the level of those under the old Treaty of Alliance, the levels of 1960, and any number of other issues. And since this document… I guess I’d like you to… given the importance of the issue, is that his position? And now that Mr. Eide is no longer in the position, is this his document? Is this the final position of the Secretary General?

Haq: First of all, I don’t have any comment on leaked documents. Second of all, like I just told your colleague, ultimately, the positions in a diplomatic process are ones that will be evolved through discussions with the parties themselves. I wouldn’t have any comment on what the state of play may have been four or five months ago. Diplomatic processes evolve over time.
